About Brian A. Foster

Retired Teacher & Government Executive

Brian’s background blends two careers, classroom teacher and government executive, to support student achievement in the real world.

Brian’s first career was as a 30-year executive in government, 25 of which were as a government consultant in finance and management. In the early 2000’s, Brian was the City of El Cerrito’s Finance Director, City Treasurer, and City Tax Collector. For El Cerrito, he installed a new financial system, issued municipal bonds, and produced and managed the City’s budget.

Throughout that time, Brian participated in the awarding of college scholarships for the University of California Alumni Association. Prior to becoming a school teacher, Brian served as district chair for these scholarships, issuing awards from Union City to Castro Valley.

In 2010, Brian enrolled in Cal State East Bay (Hayward) to obtain his secondary teaching credential. Subsequently, he taught every core Social Studies course from grades 7-12, as well as various electives. Last year while in retirement, Brian discovered that CVHS did not offer AP U.S. Government and Politics to our students, so he offered to teach it part time, but CVHS respectfully declined his offer.

Brian retired in 2024 and is ready to devote his time to serving on the Castro Valley School Board. He has lived in Castro Valley since 1996 and has been involved in various civic activities including the annual Healthy Living Festival, Rowell Ranch Parade, the Fall Festival, the Friends of the Castro Valley Library, and the Eden Area Living Initiative (EALI). He is also a former board member of Bay Area Community Services (BACS), and served on multiple Citizens Bond Oversight Committees, including Chabot-Las Positas Community College’s Measure B and the Hayward Area Recreation District’s (HARD’s) current Measure F. In recent years, Brian has supported college students—including some of his former high school students— through U.C. Berkeley’s mentorship program.

Brian presents a unique blend of training, experience, and skills to help Castro Valley’s schools restore academic excellence. From U.C. Berkeley, he holds an undergraduate degree in Political Science and Economics (double major) and a master’s degrees in Public Policy. He taught in local school districts for over a decade. He understands school operations from the perspective of a classroom teacher, as well as from the perspective of a governmental executive. He understands first-hand the real issues facing education today, and he remains committed to providing every student the preparation to excel in their choice of college or career.

Advocate for Student Learning

A History Fighting for Academic Integrity

Mr. Foster stood up to institutionalized cheating when no one else would at Newark Memorial High School. He waged a battle with district leaders who threatened his teaching credential with the State of California.

In the end, truth prevailed with Mr. Foster the champion for honesty. Mr. Foster will bring those same ethical values to Castro Valley. Read the words of Newark Unified’s Superintendent:

“If this was not clearly said before, I am saying it now: you did the right thing.”
— NUSD Superintendent Vackar
May 6, 2026

Newark Unified’s School Board President further declared:

Mr. Foster is a true “teacher’s teacher,” and…he is in the game to make a lasting, positive impact on the next generation.
Four years ago, Mr. Foster was a canary in the coal mine, warning NUSD that our focus on graduation rates versus college and career readiness was misplaced, and that our use (or misuse) of online learning platforms…was robbing our students of the educational rigor they will need to succeed in the life ahead. Sadly, the district at that point was not interested in hearing this feedback, and for the temerity of telling the board and the public that the emperor had no clothes, in the summer of 2022 they instead pressured Mr. Foster to find employment elsewhere.
I now would like to personally apologize for the treatment Mr. Foster suffered at the hands of former NUSD personnel. Teachers are our front line, and we should be listening to, not persecuting, them when they bring legitimate concerns around academic performance and what we should be doing to bring measurable improvements to our students.

Why I’m Running

Restoring Academic Excellence

This campaign is about restoring academic excellence so that our students are prepared for their best futures.

Brian A. Foster is running to help ensure that school board decisions reflect what families expect from public education: rigor, accountability, and a culture that encourages students to rise to meaningful challenges. He believes policy should support teachers, respect parents, and keep the focus on measurable student growth.

Academic achievement is priority #1.

Brian A. Foster

That principle shapes the campaign’s priorities and its commitment to building a stronger future for students and the community they will lead.
